Motorcycle-related deaths remain a major road safety challenge across Southeast Asia, where powered two- and three-wheelers make up a large share of the vehicle fleet and account for most road fatalities. Many motorcycles sold in the region lack essential safety features such as ABS and high-quality protective equipment, while weak regulations, limited consumer awareness, and inconsistent enforcement contribute to high levels of risk. To address these systemic gaps, the project aims to establish a regional motorcycle star-rating program—ASEAN MAP—modeled on successful vehicle and helmet rating initiatives such as ASEAN NCAP, SHARP, and MotoCAP. This initiative will empower consumers with clear safety information, incentivize manufacturers to adopt higher safety standards, and support governments in aligning regulations with UN road safety instruments.
The project will work initially with Malaysia, Viet Nam, Indonesia, and Thailand to develop assessment protocols, conduct pilot testing on popular motorcycle models, and build capacity among national partners. Through regional and national working groups, the project will strengthen coordination between government agencies, industry, researchers, and civil society. Public communication efforts will promote the star-rating results and raise awareness of key safety features. The initiative aligns with the Global Plan for the Decade of Action for Road Safety, UNGA Resolution A/RES/74/299, and SDG targets on safe transport.
In the medium term, the project is expected to influence consumer purchasing decisions, encourage manufacturers to prioritize safer motorcycle design, and support governments in integrating safety ratings into policies and incentives. Over time, the establishment of a self-financing rating system—supported by industry contributions and partnerships—will help institutionalize vehicle safety improvements across the region. Ultimately, ASEAN MAP aims to reduce motorcycle fatalities and injuries by creating a stronger, more informed safety culture and driving long-term regulatory and market transformation.
