Powered two-wheelers are the primary mode of transport for millions of people in Nepal, particularly young people. However, riders and passengers face a disproportionate risk of death and serious injury, with road traffic injuries now the leading cause of death among adolescents aged 15–19 years. While Nepal's legislation requires helmet use for both riders and passengers, enforcement remains largely limited to riders. As a result, helmet use among passengers remains extremely low, leaving a significant portion of road users unprotected. The widespread availability of uncertified helmets further undermines efforts to reduce the severity of injuries and fatalities.

This project aims to strengthen motorcycle safety in Nepal by promoting universal helmet use and improving the quality of helmets available on the market. Implemented by UNICEF and WHO in partnership with government agencies, research institutions, and youth organizations, the project addresses key gaps in policy implementation, enforcement, public awareness, and helmet standards. Particular emphasis is placed on young people, who are among the most affected by motorcycle crashes and have an important role to play in shaping social norms and influencing behaviour.

The project will support efforts to strengthen helmet-related policies and enforcement mechanisms, improve access to helmets that meet recognized safety standards, and generate evidence to inform decision-making. Through youth engagement, public awareness initiatives, and collaboration with public and private sector stakeholders, the project will help create an enabling environment for safer behaviours among riders and passengers.

By strengthening coordination across sectors and supporting sustainable approaches to motorcycle safety, the project seeks to increase helmet use, improve protection for road users, and contribute to reducing deaths and serious injuries on Nepal's roads. The initiative will also generate lessons and evidence to support future road safety actions and strengthen implementation of Nepal's broader road safety priorities.
